Karen Temple –
Karen began her career as a Clerical Assistant at Barnsley Council, before taking up the position of Quantity Surveying Technician. Following the completion of a Quantity Surveying degree, she became Assistant Quantity Surveyor. She then moved to a new role as Senior Quantity Surveyor at The Sheffield College. Four years later, on completion of a second degree in law, she returned to the Council as Head of Quantity Surveying, leading on to Head of Design and Procurement. She then became Head of Strategic Assets and Procurement at NPS Barnsley and, just two years later, was appointed as Managing Director.
Karen has developed and now manages two national major frameworks. Land Solve is a unique land delivery framework that helps clients maximise the value of their surplus land, and the Social Infrastructure Development Framework provides finance and Contractors to develop land. These two frameworks will help realise major strategic savings for the public sector.
Karen is a Governor for RDaSH NHS Foundation Trust and supports the Barnsley Alzheimers and Dementia Charity (BIADS).
Tim Hartley –
Tim graduated with a degree in Urban Land Economics from Sheffield Hallam University, gaining Chartered Surveyor status in January 1999. Tim has worked in the public sector for 23 years having had 3 years with the NPS Group before returning to Barnsley Council in 2013. He is an experienced Head of Asset Management with a demonstrated history of working within the public sector industry with strong professional skills in valuation, negotiation, sales, acquisitions and strategic asset management.
Tim heads a team of property professionals who deal with every aspect of managing the councils diverse and varied property portfolio which is at the forefront of new initiatives. In recent years he has led a successful asset disposals and investment programme and has a good working relationship with many of the local and national housebuilding organisations
In the last 12 months he has negotiated long term leases for Barnsley’s Property Investment Fund, which has led to the development of 230,000 sqft of new commercial space and 4 companies relocating to Barnsley.
He is has also been involved with the establishment of LandSolve and is currently working on a number of key developments within the town and a second phase of the property investment fund.
Tim also chairs the Sheffield City Region Heads of Property Group which reports to the SCR executive boards so has a good understanding of wider regional issues and politics affecting the regional property market.
Jenny Grant –
Jenny has 30 years of experience in public sector procurement and has been a member of the Chartered Institute of Procurement and Supply for 27 years. During this time she has managed a wide range of spend areas. and been the procurement lead for many high value multi-disciplinary projects. She is experienced in the development procurement strategies, policies and procedures and has an excellent knowledge of EU Procurement Regulations.
Jenny was involved in the establishment of the Land Solve framework, and works alongside colleagues in both NPS Barnsley and Barnsley Council in its day to day management.
